Not sure who would dish out the licences, but you wouldn’t need one. None of the existing countries asked for permission, the trick is being recognised by others as one. Nice idea though, if I was Rich I would consider going it alone. I think Richard Brandson created his own island in order to do that – no not the virgin islands lol.
Asgardia is a self-proclaimed “Space Nation”. Not sure what exactly that means but they didn’t get a licence and only really need to be recognised as a nation. However it is borderless, so anyone that claims to be an Asgardian is still under the jurisdiction of their actual nation.

Branson did buy an island to impress a woman, he didn’t build it and he won’t be able to turn it into a country. Agreed, no licences are needed, but why not? Should be allowable if you own it and nobody that lives there objects.
