A completely free society is almost impossible as there will be factors that hinder absolute freedom, starting with governments, religions, societal expectations, etc.
Not sure who would dish out the licences, but you wouldn’t need one. None of the existing countries asked for permission, the trick is being recognised by others as one. I would hate to be in a country like North Korea, where freedom of speech and religion are completely nonexistent.
There are so many threats to free speech worldwide that I would not be surprised if the idea were completely eroded in the years to come.
Unfortunately, the current age of political correctness poses a huge threat to freedom of speech and religion.
It’s not just in the US. Several countries have provisions for freedom of speech and religion in their constitution.
