Zero-tolerance policing of the police
Police constables are more likely to commit violent crime than the average citizen (check the figures, though they are less likely to be convicted, go figure) – So why not test out zero-tolerance policies on them first? If it works and the weed the corrupt, cruel and murderous, then consider applying it to the rest of us later.
One problem is that police think they are in agreement with the state that they need to do what they need to do, and the state will protect them. Like some badged vigilante sorting out the problems despite making things seem fair. It isn’t fair. It just attracts more bad people into law enforcement and make things worse. But some people have starting watching the watchmen.

In the UK, the police are monitored by an organisation that is rather pally with the police themselves. When it was truly independent, they got far too many cases to deal with.
