Read this, some lanes, such as those leading off the highway do have different speed limits. So this idea already exists, in places.
in theory a good idea but as the linked to report shows, it confuses people and discourages them to get in the inner lane, as soon as they can.
Not going to happen as its impossible to police, but car sharing will get more common the more expensive motoring is for single people.
