Provide journalists with first-aid training (and compassion skills)
If those first on the scene were more intent on helping and less busy photographing events, like school shootouts or crashes (princess Di) maybe they would improve the perception of journalists in the eyes of the public. And if they get caught getting a scoop rather than assisting, they should face prosecution.
