   Compulsory smart ID tags would do the trick. Legally, all dogs must wear a collar and ID tag when out in public, which must detail their owner’s name and address, including postcode. This applies whether your dog is on their lead or not.

   Lol reminds me of this alternative solution “Residents of New Taipei City in Taiwan were offered a lottery ticket for every bag of poo they handed in. Officials collected 14,500 bags from 4,000 people, with the scheme said to have halved the amount of excrement in the city.”
