The Consumer Rights Act 2015 says that services must be provided with reasonable care and skill.
The Citizen’s Advice Bureau also says that you can cancel the service – try doing that with council tax and you’ll go to jail.

Yep, central govt blames local councils, who blame central govt. You still have to pay, they still get away with charging you for stuff they didn’t provide – its a scam and you get locked up if you disagree.
