Mom used to make it for me years ago, and this is close to the recipe she used. Great idea, it was a family fave activity way back when.

1 cup all-purpose flour
1 tbsp vegetable oil
1 cup water
1/2 cup salt
2 tsp cream of tartar
1/2 cup cocoa powder
