Even locals could use them to try out new cars before buying. No staff required, just scan the car qr code and get the combination to unlock it. Pay on return of the vehicle.
Avis and the rest (in link) could set up a system that doesn’t need staff. Just like you get those bicycle stands with bikes that take payment from your card. Instal those machines on the car and just use your card, then take it away. You could even pay more to drop it off wherever you want. Sort of like a taxi and car in one. Surpirsed the big chains don’t do this. No staff. Lots of customers. But yeah there is lots of competition. Just have a few cars at each airport under a branded sign. Might work.
With a credit card you could “hire” any car. Heh
