But these peregrin kites seem to work just as well and are dirt cheap.

Here too, https://www.standard.co.uk/news/london/waterloo-station-recruits-harris-hawk-to-scare-off-pigeons-amid-complaints-a3985076.html seems to be working. maybe just the smell of hawk droppings would do the trick just as well though?
